A Bordeaux Blend is a blended red wine that contains only those
varieties that are authorized for use in the red wines of the Bordeaux
region of France. The six varieties are: Cabernet Sauvignon, Merlot,
Cabernet Franc, Petit Verdot, Malbec and Carmenere.

Carmenère is authorized (although rarely, if ever, used) on the
left bank (Graves, Médoc), but not on the right bank (St-Émilion,
Pomerol).

Are the French wine laws and regulations available online, if so,
where?

Thanks for the info. Dug up the following at the site you suggested:

Art. 2. - (Modifié, D. 10 août 1954, D. 8 novembre 1955, D. 18 mars
1988). - Les vins ayant droit à l'appellation contrôlée " Bordeaux "
devront provenir des cépages suivants : Pour les vins rouges :
Cabernet-Sauvignon, Cabernet franc, Carmenère, Merlot rouge, Malbec,
Petit Verdot. Pour les vins blancs : Cépages principaux : Sémillon,
Sauvignon, Muscadelle. Cépages accessoires : Merlot blanc, Colombard,
Mauzac, Ondenc, Ugni blanc. Le pourcentage global de ces cépages
accessoires dans l'encépagement ne pourra dépasser 30 %.
